Vision Tactical Raises Concerns Over Johannesburg’s New CCTV By-Law and Its Impact on Crime Prevention

Johannesburg, 1st March 2025 – Vision Tactical acknowledges the City of Johannesburg’s recently enacted by-law governing the use of privately owned closed-circuit television (CCTV) cameras monitoring public spaces. While we recognise the importance of regulatory oversight, we are concerned that the new requirements may hinder crime prevention efforts, creating operational challenges for private security providers, businesses, and community safety initiatives.

As a leader in the private security sector, Vision Tactical has consistently championed the use of surveillance technology to enhance public safety, support law enforcement, and deter criminal activity. CCTV plays a critical role in identifying threats, monitoring high-risk areas, and ensuring rapid response to security incidents. Given the escalating crime rates in Johannesburg, it is imperative that any regulatory framework supports, rather than restricts, the deployment of security infrastructure.

Key Concerns with the By-Law:

– The requirement for municipal approval before installing or operating CCTV cameras in public spaces introduces unnecessary administrative hurdles that could slow down the expansion of security networks. Efficient crime prevention demands swift decision-making and adaptability—delays in approval processes may leave high-risk areas exposed.

– Many small businesses, residential communities, and private individuals rely on CCTV as an affordable and effective security solution. The introduction of potential registration fees, compliance costs, and reporting obligations may discourage investment in surveillance infrastructure, leaving communities more vulnerable to crime.

– The by-law needs clarity on data ownership and access rights. Private security operators and community policing groups rely on real-time footage to respond to incidents swiftly. If access to footage is restricted or delayed, it may compromise investigations and emergency responses.

– Community-led safety initiatives, including neighbourhood watch programs and business security collaborations, depend heavily on privately installed CCTV networks to enhance situational awareness. If the new regulations create additional barriers for these groups, criminals may exploit the reduction in surveillance coverage, leading to increased security risks.

A Call for Strategic Collaboration & Practical Solutions

“We urge city authorities to engage in meaningful consultation with private security firms, businesses, and community leaders to ensure that the implementation of this by-law is practical, efficient, and supportive of crime prevention efforts”, said Yaseen Theba, Director of Vision Tactical. “We believe a balanced regulatory approachcan provide oversight without compromising security” he added.

He proposed:

A streamlined approval process for established security providers and community safety organizations to minimize administrative delays.

Clear and transparent cost structures to avoid excessive financial burdens on businesses and homeowners.

A cooperative framework that ensures private security providers and law enforcement can work together efficiently to combat crime.

As an organization committed to safeguarding communities and enhancing security infrastructure, Vision Tactical remains open to engaging with policymakers and stakeholders to develop a solution that prioritises public safety while maintaining regulatory integrity. Now, more than ever, collaboration is key to ensuring Johannesburg remains a secure and resilient city.
